Federal, government Agencies: It is the local , state and federal government agencies which guide and provide us with the ordinances, regulations, laws and statutes which serve as the standards from which to operate. We have discussed or touched upon the legislative process that results in the passage of such ordinances, regulations, laws and statutes. In order to follow the existing legislative process, we need to be able to know where to make our contacts with the varied levels of government agencies. Where they are, when they meet, and how they disseminate their final rulings.
Local governments are sometimes ignored as sources of guidance for compliance when they actually hold many of the specifics which industry and individuals must follow to remain current and ensure compliance. Local governments are the areas in which we live and reside. They are typically the established city and county commissioners that are elected to pass local ordinances to ensure safety to the general public.
State governments mimic in most respects the procedures and methods of presenting, and ruling on bills of safety and environmental interest as they do with all other issues. The states will however look very carefully at their respective unique considerations. As mentioned elsewhere the state of West Virginia holds very strong state and federally driven mining laws and regulations, while the state of Rhode Island will not have such a need. Laws and regulations are also stimulated by the presence of the industries present in the state. Agricultural states will hold a greater share of laws and regulations and agricultural safety, food processing safety and transportation issues. In essence, each state will be holding a unique set of cards when it comes to what their respective statutes are.
The federal government bills, laws and established statutes represent years of review and creation of the best possible practices, polices and procedures for ensuring environmental and occupational safety and health. These statutes have not come easy. Industries which bare the blunt of most costs associated with implementing safety and conservation measures have tied up legislation in the court systems for years. We would like to think that things have gotten better as a result of increased public awareness through expanded media coverage. Existing laws and statutes also require changes from time to time based upon the variables that affect the laws. New technologies introduce new concerns which may not have been covered in earlier. There are many variables which prompt the actions of either creating new regulations, or amending or changing existing ones.
We have already presented a section on legislation and laws. It has provided us with a broad base of references and resources we may use to gain access to the regulations and laws established at the state and federal level. To be accurate and thorough in the performance of safety and environmental management concerns, we must also be able to acquire knowledge of ordinances at the city and county levels. Such ordinances may hold specifics that are not presented or clearly defined in the federal or state statutes. Be active in your pursuit of information. Get to know who the local politicians are and how they function. Most city or county level ordinances may be found in the respective “Clerks Office”
As indicated, we have already touched upon how to gain access to state and federal legislative information. It is also vital that you bee able to research further additional information that may be available from such agencies. Questions may be raised as to how a particular law or statute may be interpreted. Some laws are complex while others are clearly defined.
When we have questions and need answers, we should go straight to the horses mouth sort of speak. O.K., what then are the available means of contacting the state and federal agencies that have enacted the statutes that govern our actions? There are numerous resources and references available to get the addresses, and telephone contacts for the desired agency.

One might even resort to using the publicly distributed telephone directories which will typically hold a dedicated section to local, state and federal governments. It might not seem like much, but there is a fair level of information provided there.

U.S. GOVERNMENT AGENCIES
An overwhelming amount of safety information is available from the federal government concerning all aspects of safety and health, environmental problems, pollution, statistical data, and other industry problems.
Because of the constant change in government agency activities and frequent reorganizations, it is recommended that the reader consult the United States Government Organization Manual, published by the Government Printing Office, Washington, DC 20402. It can be found in most libraries. Information on the Occupational Safety and Health Administration, the Mine Safety and Health Administration, the National Institute for Occupational Safety and Health, the Environmental Protection Agency, the Public Health Service, and the Environmental Protection Agency can be found elsewhere in this Manual.
HOW TO FIND THE INFORMATION YOU NEED
Is the workplace really safe? Have efforts to comply really satisfied all applicable government regulations? There may be no final answer to cithcr question. The employer’s responsibility to evaluate the current status of safety and compliance programs and plan for the future is a matter of constantly keeping up with occupational safety and health information. NIOSH has five programs set up to provide technical assistance to employers: Health Hazard Evaluations, Technical Information Services, Accident Prevention Services, Industrial Hygiene Services, and Medical Services. Consultation, on-site testing, answers to specific questions, evaluation of special problems, and recommendations for control measures suitable for the application are all available upon request without charge under these various programs.
NIOSH publishes numerous guides for a number of industries; work practice guidelines for employees exposed to health hazards; criteria documents which give the research, background information, and NIOSH recommendations for new OSHA standards; technical studies; tests of methods and instruments for monitoring and analysis; reports on the adequacy of safety equipment; and lists of NIOSH-approved cquipmcnt.

The Federal Register, the official government publication which records all regulations and notices as they are issued, is available from the Superintendent of Documents.
OSHA: All OSHA regulations, proposed regulations and othef business which must be made public are published first in the Federal Register.
Distributes OSHA and NIOSH publications which are not available free from the agencies. OSHA regulations are available as a subscription service through the Superintendent of Documents. This service keeps the subscriber up to date by providing all new and revised regulations. Subscriptions to the General Industry standards, Maritime standards, and Construction standards may be ordered separately, and subscriptions to OSHA’s other Regulations and Procedures and the Field Operations Manual are also available.
The Registry of Toxic Effects of Chemic-al Substances, the annual NIOSH publication which lists pertinent data on al chemicals known to have any toxic effect. The Bureau of Labor Statistics (BLS) supplies standard OSHA recordkeeping forms. The bureau has also published a series of guides that provide statistics on injury and illness for comparison with the accident rate in an individual workplace. In addition to the national office the BLS has eight regional offices.
